This presentation will educate the viewer on the overall structure of the U.S. Department of Labor’s Employee Benefits Security Administration (“EBSA”) with an emphasis on EBSA’s enforcement strategy. The program will focus on the types of investigations EBSA conducts, the sources of those cases and the steps involved in the investigation.
More specifically, the presentation will elaborate on the types of documents requested, the interview process and EBSA’s voluntary compliance letters issued to ERISA plans once our findings have been made. In particular, the presentation will concentrate on group health plan investigations and EBSA’s current national initiatives for health enforcement, including: mental health parity, emergency services, and health service providers’ self-dealing.

Mrs. Dodd-Arnold graduated from Missouri Western State College, in St. Joseph, Missouri, with a Bachelor of Science in Business Administration in 1991. She joined the U.S. Department of Labor, Pension and Welfare Benefits Administration in 1992. During her career with the Department, she has conducted multiple investigations of plan-level health plans, multiple employer welfare arrangements, and service providers to ERISA-covered welfare plans. Leondra transitioned into her current position as the Kansas City Regional Office’s Senior Advisor for Health Investigations November 2013.
